The problem with the game thinking you're using a controller is that the mouse is used to move the camera. So when you steer, you move the camera and can't see where you're going. To fix that we need to manually edit the savefile (it's allowed, don't worry). a. On your computer, go to Documents > Euro Truck Simulator 2 b.

1. There is no "key for speed limiter", only for retarder, parking brake and engine brake (engine brake is not the issue, because it would have turned off when accelerator or clutch is applied). 2. OP is asking about 37 MPH limit, which is way lower than speed limiter's 90 km/h. So this has nothing to do with speed limiter either.

Please post about it on our forum - read bug reporting process first. I've had that happen a few times too. Hit F7 and do a service call. You'll respawn at the nearest repair shop with the trailer attached again. The cost for the tow to the shop will be better than the penalty of failing your delivery.
